Plan passing in Ahmedabad: what it is and the documents you'll need
Plan passing is how your building drawings get sanctioned before construction. What the process involves and the documents that usually go into the file.
"Plan passing" is the everyday term for getting building drawings sanctioned by the authority before construction starts. The result is development permission: formal approval that what you plan to build complies with the applicable regulations. Without it, construction is unauthorised from the first day.
What the authority checks
Scrutiny covers land ownership and status, zone and permitted use, FSI, height, margins, ground coverage, parking, common plot and, where relevant, fire and other safety provisions. In Gujarat most of this is governed by the Comprehensive General Development Control Regulations (CGDCR), and files are submitted online.
Documents generally required
Exact requirements vary by authority and project type, but a typical file includes:
- Ownership documents: 7/12 extract or property card and title documents
- N.A. permission, where the land was agricultural
- TP scheme details or final plot certificate, where applicable
- Site plan, floor plans, sections and elevations prepared as per regulations
- Area statements and FSI calculations
- Structural details and certificates from the engineer on record
- Relevant NOCs, such as fire or airport, depending on height and use
- Owner and professional declarations, and fee payments
Where files go wrong
Most delays come from small mismatches: a name that differs between documents, an area that doesn't reconcile, or a drawing that misses a regulation. We check the file before submission so these are caught by us, not by the scrutiny officer.
